Overview
Counter Fraud, Compliance and Debt (CFCD) is the directorate within the Department of Work and Pensions, which tackles fraud and error, and deals with the resulting debt.
In Fraud, Error and Debt (FED) Strategy, Implementation and Assurance, we provide the strategic direction for DWP to tackle FED, and ensure the different Groups and Directorates in DWP are doing enough to tackle fraud and error through their own operation, or through policy, or service design. Our relationships are many and complex, cutting across both stable and volatile areas with much business change, as well as across Government.
We are expanding the team to introduce a second Operational Strategy Grade 7 team manager due to the scale of work involved in supporting and steering the benefit processing teams in driving forward the delivery of their FED Strategy reduction plan.
This exciting and challenging role has a strong emphasis on building collaborative relationships, in-depth analysis, and creative thinking. What are my responsibilities?
• Leading your team in working with stakeholders in identifying areas of fraud and error losses and their root causes and driving work to identify solutions.
• Working at pace with colleagues from operational, analytical and policy teams leading the implementation of FED individual benefit strategies, addressing the immediate risk types, identifying new and emerging risks and promote the strategic improvements to reduce fraud, error and debt and meet Departmental strategic objectives.
• Leading work to devise coherent plans for tackling losses and driving delivery, including a requirement to input into the coordination and management of fiscal events in terms of DWP’s approach to tackling fraud, error, and debt.
• Ensuring your team plays a key role in engaging with external stakeholders i.e. NAO, supporting them in understanding key areas of loss, but also ensuring we act upon their feedback and link that into activity to address root causes of loss.
• Taking a lead role in engaging with colleagues in other strategic teams across DWP on aligning strategies.
• Producing briefings, presentations, and submissions for senior audiences, and presenting with impact.
• Representing FED at senior working groups or governance forums.
• Line management of a team of strategy team members at Senior and Higher Executive Officer level.

What we are looking for:
In strategy, the responsibility is for managing complexity in a very dynamic environment, where you will often need to apply your skills and experience into diagnosing business problems, and then form coalitions and virtual teams around solving them, often working with very senior stakeholders to do so. There is a high sense of exposure and vulnerability from working in a very ambiguous environment.

Key Criteria
You will need to be able to:
• Develop an understanding of the strategic context for fraud, error debt in DWP and wider government, and ensure that context is considered as part of solution design
• Collaborate: quickly identify the right stakeholders to be able to understand an individual issue in detail, be able to collaborate with them on complex work and maintain those relationships.
• Be comfortable working with uncertainty, where there is no precedent or existing procedure and be confident resolving ambiguity.
• Identify a business problem and its root causes, identify, or design a solution and put together a business response.
• Interpret complex information from many sources and come to conclusions.
• Prioritise conflicting demands on time.
• Use tools and techniques to (for example) horizon-scan, problem-solve, facilitate workshops, process design etc.
• Quickly grasp the purpose of a process and apply to a variety of scenarios to ensure that risks are identified and mitigated.
• Influence and build consensus around our business and be able to link them into a persuasive future vision.
• Draft high-quality briefings and submissions, with a compelling and persuasive style, tailored to your audience.
• Present yourself in senior meetings as a capable, knowledgeable, and reassuring outward face of our organisation
