Summary

Overview

Counter Fraud, Compliance and Debt (CFCD) is the directorate within the Department of Work and Pensions, which tackles fraud and error, and deals with the resulting debt.

In Fraud, Error and Debt (FED) Strategy, Implementation and Assurance, we provide the strategic direction for DWP to tackle FED, and ensure the different Groups and Directorates in DWP are doing enough to tackle fraud and error through their own operation, or through policy, or service design. Our relationships are many and complex, cutting across both stable and volatile areas with much business change, as well as across Government.

This is an exciting opportunity for you to collaborate with multiple stakeholders, developing Fraud and Error strategy plans and driving their delivery. If you have an eye for detail, enjoy analysing a situation and can engage with others to seek solutions, this is the role for you.

Job description

What are my responsibilities?

• Identifying areas of fraud and error losses and their root causes, and with stakeholders, identifying solutions. This may be at the micro level with a particular benefit process or about a specific organised crime threat or at macro long-term transformation-level.

• Contributing to, or devising, a coherent plan for tackling losses, and driving its delivery.

• Working with colleagues in other strategic teams across DWP on aligning strategies.

• Organising and supporting team workshops with stakeholders.

• Supporting your Senior Executive Officer (SEO) with briefings, presentations and submissions for senior audiences.

• Representing FED at team and stakeholder forums when required.

What we are looking for:

In strategy, the responsibility is for managing complexity in a very dynamic environment, where you will often need to apply your skills and experience into diagnosing business problems, and then form coalitions and virtual teams around solving them, often working with very senior stakeholders to do so. There is a high sense of exposure and vulnerability from working in a very ambiguous environment.

You have the confidence to make considered decisions which are backed up by evidence, and you can explain your reasoning. You welcome the opinions of others and are fully aware of the implications of DWP reputation in making sound decisions. You will be an opportunistic ambassador for FED, you will believe in what we do, and you can influence at the appropriate moment with good effect to really make things happen.

Key Criteria

You will need to be able to:

• Identify a business problem and its root causes, identify a solution and support your team to contribute to a business response.

• Collaborate: quickly identify the right stakeholders to be able to understand an individual issue in detail, be able to collaborate with them on complex work and maintain those relationships.

• Deliver our outcomes through other parts of the business.

• Interpret complex information from many sources.

• Be comfortable working with uncertainty, where there is no precedent or existing procedure and be confident resolving ambiguity.

• Prioritise conflicting demands on time.

• Use basic tools and techniques to (for example) horizon-scan, problem-solve, facilitate workshops, etc.

• Influence and build consensus around our proposed business solutions.
