Bechtel provides expert engineering, environmental, engagement and project management support to HS2 as a Delivery Partner across Phase 2b. We focus on the delivery of Hybrid Bills and advice to HS2's client, the Department of Transport, to assist her Majesty's Government in making investment decisions.
HS2 is a hugely important project for the country as it will generate economic opportunities for those communities and businesses between Birmingham, Manchester, Leeds and beyond. HS2 will play an increasingly important part in the post Covid-19 pandemic recovery and this team is a key part of the engine to make this happen.
Bechtel has worked on the UK's largest and most complex rail projects including HS1, Tube Lines, Crossrail, West Coast Mainline and Great Western Route Modernisation. HS2 will add to this iconic portfolio. This role has an anticipated start date of January 2022. It carries a part time tele-working status, which provide the opportunity to work from home part of the time and in the Birmingham office approximately 5 days per fortnight.
We are seeking to hire into Bechtel on a permanent basis, your first project will be with HS2.
1. JOB PURPOSE
1.1 Experienced Cost Management professional who is able to produce accurate and robust figures that can be used confidently by internal and external stakeholders in a fast-paced and dynamic work environment. This role provides lots of opportunity for both personal and professional development in a large, innovative organisation.
1.2 The primary purpose of this role is to support the Senior Cost Manager to plan, develop and supervise all cost elements within the [Directorate Project Controls function] and to ensure project wide adoption and conformance.
2. ACCOUNTABILITIES
2.1 Key functions and responsibilities of the role:
2.1.1 Provide expert professional advice covering HS2 infrastructure Costs to HS2 Clients (including but not
limited to; Procurement Specialists, Cost / Contract Management Personnel, Estimators and Project
Controls Managers).
2.1.2 Maintain cost models to ensure accurate reporting of HS2 infrastructure costs.
2.1.3 Reconcile the annualised cost profile against the agreed annual funding envelope.
2.1.4 Work closely with the scheduling team to ensure integration and alignment of infrastructure cost
models and schedules.
3a. KNOWLEDGE, SKILLS, EXPERIENCE
3.1 The role involves engagement with other parts of the HS2 programme. This requires the ability to
engage effectively with colleagues, holding their confidence and leading the debate on issues with cost
management.
3.2 Understanding of the cost drivers that define a project and ability to convert engineering data into
meaningful cost drivers.
3.3 Quantity surveying skills and comprehensive understanding of the construction industry.
3.4 Comprehensive understanding of all aspects of direct and indirect costs.
3.5 Strong communication and interpersonal skills and specifically the ability to present cost work
concisely.
3.6 Ability to interact effectively with colleagues in many different disciplines involved in HS2.
3.7 Strong quantitative, drafting and presentational skills.
3.8 Member of the Royal Institution of Chartered Surveyors.(desirable but not essential)
3.9 Experience in infrastructure and/or the rail sector.
3.10 Awareness of government initiatives and policies.
3.11 Familiarity with Cost Management and Estimating software and ability to maintain integrity of data and extract information for reporting
3.12 Strong technical abilities in data processing software, Excel, Access, Power Bi, etc.

3.11 Has a good understanding of market trends and conditions affecting infrastructure programmes.
3.12 Has proven ability to successfully conduct detailed project/programme planning.
3.13 Can manage their workload in a fast-paced environment.
3.14 Can accurately and clearly interpret and articulate cost data and provide informative conclusions to
allow effective decision making.

4.1 The job holder has the authority to make decisions within the boundaries of his responsibilities and accountability in role, both within the Programme & Strategy Directorate and cross Programme within HS2 Ltd as appropriate.

4. OTHER CONTEXTUAL
6.1 This key role interfaces with multiple stakeholders predominantly within HS2 Ltd but also across the wider programme including DfT, other government bodies, Highways England and Utility Companies and the supply chain.
