This is an exciting time to join a large dynamic finance function in managing one of the largest budgets in government.

This role is within the Operations Financial Service Centre, part of the Department’s Accounts and Operations Division. The post holder will work across the Service Centre. Whilst predominantly having responsibility to lead a small team within the Corporate Accounting and Systems team, the role will also involve providing support across other teams within the Service Centre encompassing elements of Travel, Expenses, Accounts Receivable and Accounts Payable.

Job description

The post holder will be responsible for leading a multi-disciplinary team in the delivery of a range of finance and accounting functions. These include corporate reporting responsibilities, financial accounting and providing internal financial business and corporate system support.

The post holder will be expected to be involved in a number of business-critical improvement work streams as part of the DH Corporate Services Finance Reset Programme.

Responsibilities

Roles and Responsibilities

The successful candidate will be accountable to the Section Head, in the Operations Financial Service Centre. They will be responsible for a range of issues which may include the following:

• Managing continued delivery of operational services;

• Ensuring a fully operational intelligent customer-based function is established and maintained in the Finance Division and wider department;

• Leading an efficiency drive to challenge delivery of new/existing internal policies whilst delivering improvements in customer service;

• Provide oversight of Corporate accounting such as: monthly reconciliations, travel, expenses and Government Procurement Card and ensure corrective action is taken where appropriate;

• Oversea the production of internal and external KPIs

• Be proactive in cross Government groups to ensure DHSCs policies and processes are aligned to best practice across wider Government

• Lead on the regression testing of D365 for the different areas of the team

• Lead on FOI and PQ requests across the different areas in the team

Key skills and experience required for the role

The successful candidate will be able to demonstrate:

• Experience in some of the following operational areas -Accounts Receivable including credit control, travel, expenses and management reporting

• Strong financial acumen with an ability to analyse complex financial areas;

• Ability to work independently and demonstrate critical thinking;

• Problem solving ability, to identify problems; provide solutions and implement them;

• IT literacy, including excellent working knowledge of Excel;

• Excellent people management skills with previous direct line management experience of a small team;

• Ability to work flexibly and adapt to changing priorities whilst adhering to strict deadlines;

• Effective liaison skills to work with multiple stakeholders from across DH and external stakeholders;

• Effective communication skills with a strong focus on customer service.

The following are preferable but not essential for the role:

• Previous experience of implementing new financial systems.

• Qualified or part-qualified CCAB
