We are currently recruiting for long term career professionals, with an initial assignment supporting The Telecommunications projects across the UK. Bechtel has been selected as a Delivery Partner on a £4 Billion programme to bring high speed internet connectivity to communities. The core focus is to deploy next generation fibre infrastructure across the public sector, businesses, mobile operators, and homes. These projects are key to improving connectivity for millions of people and boosting economic productivity in the long-term.

Position Summary 

Covering several towns and cities across a geographical region within England, the role includes leadership and management of regional teams to commercially manage a multi-billion capital construction budget. Responsible for the commercial, cost and contract management of a regional portfolio of telecoms projects involving new full fibre network build, city enhancement projects including PSN and field service frameworks. The Regional Commercial Manager provides supervision, guidance, and direction to Partner Commercial Managers and Quantity Surveyors under their purview and takes direction from the Regional Director. 

  

Typical Responsibilities 

  • Building and leading a commercial team in a fast-paced and developing industry with a current capital budget of over Â£1Billion to achieve the project’s broader goals and driving contractor performance. 
  • Valuation, assessment and change control for all capital spend across the construction activity in the region.   
  • Provide commercial and contractual expertise: assess, review and mitigate commercial and contractual risks. 
  • Lead and drive contracting management strategies with each contractor in terms of managing contract exposure, managing disputes and resulting claims in an effective and efficient manner. 
  • Coach/Develop and mentor commercial team-members, and multi-disciplinary peers, through the commercial and contractual process and act as an example to others. 
  • Acting as the contractual and commercial guardian within the business. 
  • Support the pre-contracts team on procurement activities. Review bid evaluation reports and participate in direct negotiations when required. 

 

Desirable Skills and Qualifications 

  • Relevant university degree (or in lieu of degree additional demonstrated experience) and 12+ years of relevant experience. 
  • Experience in Commercial Management of large construction projects with multi Â£million contract values. 
  • Experience leading high performing teams. 
  • Strong leadership skills and ability to influence stakeholders. 
  • Knowledge of NEC forms of contract preferred or similar engineering and construction form of contract. 
  • Leadership experience in cost management (capex), change control & trend leadership on large works programmes. 
  • Knowledge of law, negotiations, or contract management gained through education or experience. 
  • Skill in working and communicating effectively, both orally and in writing, with executive-level stakeholders and other project functional groups. 
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices.
