Position Summary:
The Contracts manager is responsible for the support and guidance to Project Management and other internal and external stakeholders in (sub)contract matters. Responsible for the formation of Standard Work Process Procedures and other tools for (sub)contract formation and administration. Develops training materials, disseminates information for (sub)contracts personnel and performs Field Operations Reviews. Maintains a working relationship with the Construction Committee, Responsible Managers of Contracts and other Functional Managers. 
Responsibilities:
- Recommend qualified candidates for (sub)contract assignments and help identify career development opportunities for employees.
- Develop and present (sub)contract training programs and participate in other standard (sub)contracts workshops and project commercial awareness training.
- Provide (sub)contract functional guidance to (sub)contract personnel and other functional groups involved in (sub)contract related activities.
- Provide lessons learned regarding quality of performance of (sub)contracts to Corporate Manager of Contracts and Construction Committee.
- Communicate current (sub)contract management issues, information and topics of concern to field personnel through regular Bulletins and use of internal communication tools.
- Manage Delegation of Authority program for (sub)contract awards and changes.
- Develop and maintain Standard Work Process Procedures and work process improvement tools for (sub)contract activities.
- Conduct Field Operation Reviews to assess effectiveness of the overall (sub)contract administration program.
- Develop and implement early (sub)contract claims identification and mitigation strategies.
JOB KNOWLEDGE:
- Technical and administrative knowledge of all phases of differing pricing structures as related to (sub)contract management.
- Thorough knowledge of field and home office activities relating to (sub)contract documents.
- Direct experience in managing workload distribution and execution of the work
- Experience in personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counseling, transfers and terminations.
- Skill in oral and written communication, including presentations.
- Demonstrated skill in leadership.
- Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrable commitment to a Zero Accident safety program.
QUALIFICATIONS AND SKILLS:
BASIC QUALIFICATIONS:
- Degree in Construction Management, Supply Chain, Business, Law, Engineering or Quantity Surveying desirable and 15+ years of work experience in contract formation and/or administration of a medium to large project.
- Experience and courses in contract law, (sub)contract formation, administration, claims, cost and scheduling.
- Experience in large scale public infrastructure project (sub)contracting, including small and disadvantaged business requirements, is preferred.
