Job Description
Manage the Eastman Interface with Contractors
- In partnership with Procurement, Supplier, and Site Support Services, review and recommend changes to established contracts. Verify fulfillment of contract terms.
- Serve as the Eastman representative to resolve co-employment issues and develop, edit, and communicate policy and procedure changes to Eastman and contractors.
- Approve contractor pass applications to ensure appropriate access to TED plant site.
- Develop communication plans, clarify expectations, and review performance with Eastman end users and contractor contacts.
- Investigate and resolve customer complaints, concerns, and questions related to contracted service. Serve as the first line Eastman contact and act as an advocate for both Eastman and the contractor.
Develop and Implement Best Value Contract Service
- Develop and define expectations, technical specifications, and fitness for use criteria for both existing contracts and new outsourcing opportunities
- Supply key technical input and knowledge of plant needs for the selection of new contract services and service providers
- Implement new contracted services
- Develop and lead joint Eastman and contractor plant wide projects (paint program, lighting maintenance, asbestos abatement, asbestos gasket conversion, pump repair, valve repair, gasket fabrication, stair repair, tool rental and repair, demolition, paving, yards and grounds maintenance, cleaning services, plumbing, food service, recycling, permits)
- Select firm bid vendors for maintenance, SOR/SCP and demolition work.
Assess and Manage Contractor Performance
- Evaluate contractor cost and performance against industry benchmarks and customer feedback
- Develop and refine contractor performance measures to drive continual improvement and ensure value is maximized
- Makes final decisions related to payments and invoices for services provided by contractors and develops methods to ensure acceptable services were preformed
- Ensure non-capital contractor manpower targets are met and recommend changes as appropriate
- Assess and ensure contractor compliance with Health, Safety, and Environmental requirements
Communication
- Organize, interpret, and resolve key contractor measures and information for division level and above reporting
- Develop plans to introduce new contracted services to Eastman end users (communication plans, open house, ribbon cutting, etc.)
- Communicate with all plant areas as part of managing high priority operations needs
- Develop plans to ensure needed information is in place to respond timely to Eastman’s after-hour needs
- Provide needed business-related information to Eastman and Contractor contacts
Qualifications
- High school diploma or equivalent is required
- At least 3 years of relevant professional experience
- Experience managing external vendors and maintenance contractors is a plus
- Excellent customer service and communication skills
- Ability to work independently and on a team
- Ability to build relationships with internal and external partners
