Project Overview:
Bechtel, as part of the Northrop Grumman Corp. team, is preparing to deliver the U.S. Ground Based Strategic Deterrent (GBSD) system of inter-continental ballistic missiles and launch infrastructure. GBSD is a vital U.S. Air Force program designed to modernize the nation’s aging force of inter-continental ballistic missiles, which make up the ground element of the nuclear deterrent. As part of the Northrop Grumman GBSD nationwide team, Bechtel will provide launch system design, construction, and integration.
A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Position Overview
The Construction Office Engineer is a representative of the Project’s Construction organization and serves as the link between Construction and other members of the project team. The Construction Office Engineer reports to the Project Field Engineer and ensures that construction requirements are made known to the Project Team in a timely manner. The Construction Office Engineer obtains Construction responses to the needs of other members of the Project Team. Duties include the management of Construction and other functions while supporting the field supervision and field engineering organizations. This project may have multiple work schedules that are subject to change and may require employees work overtime, weekends, holidays, and/or night shift when a business need arises.
Responsibilities:
Provide leadership for environmental, safety, health, and injury/accident and fire prevention on the project.
Be a Champion for the ZERO Accident Program.
Establish and manage Construction Automation tools to support the EMD phase of the project. Interfaces include: Engineering, Engineering Automation, Application Support, Quality, Field Engineering, and Field Supervision.
Utilize multiple databases and BSAPs for reviewing and checking dossiers including Teamworks, Setroute, Infoworks/Aconex, PTR, DSCS, and Completions Module.
Coordinate cross-functionally on work processes with a Construction interface.
Coordinate “on-base†activities between Bechtel, Client and BAE Services.
Review communications received by the Construction Department for the project and perform the necessary actions with the Construction Manager’s approval and/or direction. Visit the job-site, as required.
Participate in home office and field meetings with Project Team members, other Bechtel entities, and client personnel, as required.
Communicate directly with the field and home office Project Team members regarding significant problem areas, solutions, etc.
Assist Project Controls with generating formal estimates, scheduling, and planning.
Develop tools to assist in effective subcontractor management.
Implement corporate and project policies, procedures, and instructions within assigned operations.
Follow design development and suggest economical construction details to be incorporated into design drawings and specifications.
Maintain the construction portion of the Project Procedures Manual.
Review communications received by the Construction Department for the project.
Support and represent the Construction Management Team in non-technical meetings and representations.
Coordinate training requirements for Construction Department.
Coordination with Procurement for the receipt, release, and delivery of materials.
Use data and software to determine the status of on-site material to support construction needs.
Review documentation and database entries for accuracy and consistency.
Support the preparation of construction drawings and schedules.
Prepare reports and forecasts including the summary of progress reports.
Write administrative procedures and provide technical editing to technical procedures.
Communicate effectively with other project team members, the client, and field personnel to ensure quality, schedule, and budgets are maintained.
Perform other duties as required by Construction Management.
Qualifications and Skills:
Basic Qualifications:
Bachelor’s degree and 1+ year of related work experience in construction, quality, safety, engineering, or project controls OR in lieu of degree, 7+ years of related work experience
Ability to engage in a collaborative work environment with internal and external stakeholders
Must be a US citizen
Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
Must be able to obtain and maintain a Secret Security Clearance.
Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education
Minimum Qualifications:
Computer literate in word processing, spreadsheets, and database applications.
Working knowledge of Microsoft Access, Word, Excel, and Outlook.
Knowledge of basic construction principles.
Ability to work independently and be proactive
Minimum four years relevant EPC experience.
Must have a minimum of 6-12 months of experience, obtained within the past three years, working with electronic and hardcopy records.
Demonstrate basic to intermediate proficiency in data entry and inventory databases.
Preferred Qualifications:
A Technical or Business degree with advanced course work.
Experience leading teams

Ability to work with a high level of attention to detail and accuracy.
Possess strong organizational and interpersonal skills.
