Project Overview

The Australia-Asia Power Link Project (AAPowerLink) is to develop the world's largest Solar Farm (20GW generating capacity) in a remote location of the Northern Territory of Australia, approx. 750km south of Darwin. Power generated will be transported by overland HVDC (High Voltage Direct Current) transmission lines to Darwin and then via undersea HV DC cables to Singapore, including major battery storage and converter stations at the Solar Farm, Darwin and Singapore (more information is available at www.suncable.sg)

 

Summary:

Assigned to the project team as a representative of the home office Construction Department and serves as a link between Construction and other members of the project team. The Construction Manager - Solar Precinct (development stage) ensures that construction requirements are made known to the Project Team in a timely manner and obtains construction responses to the needs of other members of the Project Team. As the Construction Manager you may also be assigned in a functional support role within the Construction Function, to perform various tasks in a general support role. You will receive operational supervision from the Delivery Planning Manager.

 

Principal Responsibilities:

In early design phases of the project, provides construction inputs and considerations into plant siting evaluations and overall plant design philosophies.

Follows design development and, where possible, suggests economical construction details to be incorporated into design drawings and specifications.

Interfaces with other coordinators and Construction Engineering groups to develop the most economical construction methods and techniques.

Participates in overall construction plans, layouts, organization, etc.

Performs constructability reviews during design development.

Participates in Project Team evaluation of home office contracts/subcontracts. Assists in the issuance of field contracts/subcontracts before the field office is established.

Develops field organization and construction equipment metrics, with the assistance of the construction support groups, for the Delivery Planning Manager during the development stage.

Assists with developing the construction portion of the Project Procedure Manual.

Works with Project Engineering, Project Management and construction support groups to develop the scope and layout of temporary facilities.

Reviews all communications received by the Construction Department for the project and performs the necessary actions with the Delivery Manager's approval and/or direction. Visits the job-site, as required.

In the absence of the Delivery Planning Manager, coordinates activities with the Project Manager.

Works closely with the Delivery Planning Manager and coordinates efforts and activities to meet the project requirements. Participates in the resolution of problems.

Participates in home office and field meetings with Project Team members, other entities, and client personnel as required.

Uses individual knowledge and familiarity with the assigned job as well as past experience, with assistance from the construction support groups, to identify potential problem areas or trends.

Communicates directly with the field and home office Project Team members regarding significant problem areas, solutions, etc.

Maintains awareness of and communicates to construction management personnel any major quantity changes due to design evolution, scope change, etc. Verify that field and home office documents agree.

Follows expediting reports of home office purchased items and coordinates with Procurement for special expediting of potential late items which jeopardize the schedule.

Participates in the preparation and review of construction budgets and schedules.

Reviews performance reports and schedules. Highlights major problem area, worsening trends, budget overruns, quantity variances, etc., and brings them to the attention of the Delivery Planning Manager and other responsible project personnel.

Reviews each cost trend and forecast at the Project Team review meetings and assesses the reasonableness and/or accuracy of the data assembled by Project Controls labour productivity, distributable accounts, quantities, manpower projections and curves, schedules, and scope changes.

 

Job Knowledge:

 Broad knowledge of a specific construction gained through a combination of related education and construction experience.

 Knowledge of the function and Interrelationships of all Engineering, Procurement, Construction, Start-up / Commissioning entities and operations.

 Knowledge of impact and effect of using Bechtel’s field automation tools.

 Knowledge of environmental compliance laws and requirements within specific discipline.

 Knowledge of government compliance standards.

 Knowledge of Bechtel’s Zero Accident Safety Program.

 Knowledge of current industry standards.
