Overview of project/role
The Energy and Utilities team sits within TfL’s Procurement & Commercial directorate and leads the procurement of renewable energy and manages the day-to-day operation of TfL’s utilities contracts. 


The individual will support the Senior Category Manager/ Commercial Manager (advanced) and lead on a new renewable energy procurement for TfL and behalf of the GLA Group. The aims of the initiative are to pool the electricity demand of TfL with that of other GLA Group bodies with smaller energy requirements, to allow the entire Group to benefit from enhanced purchasing power, reduce carbon emissions and reduce the cost of the electricity procured, through the joint procurement of renewable Power Purchase Agreements (PPAs). 


The individual will:
•    Develop market intelligence through supplier and peer engagement.
•    Deliver value for money through determining the optimum procurement strategies for major energy projects giving consideration to contract types, routes to market, form of contract, payment options etc.
•    Plan, deliver and manage all procurement activities to deliver energy contracts and ancillary agreements. This will include supporting the specification(s) development, leading all procurement activities (including the tender process, negotiation, tender clarifications, tender evaluation etc.)
•    Continuous and effective engagement with wider project teams to gain buy-in to the commercial strategy and ensure understanding of project objectives
•    Manage the provision of a professional compliant procurement service to achieve value for money and high stakeholder satisfaction.


To succeed in the role the job holder will be required to ensure the external support required to deliver projects is procured effectively, identifying and realising savings opportunities, and meeting the project programme. Key to success will be building and maintaining stakeholder relationships across a number of departments. You will also be expected to provide effective support and assistance to other members of the team and deputise for the Senior Category Manager / Commercial Manager (advanced) where required. You will need to demonstrate that you can multitask in a fast-paced environment, work with a variety of stakeholders at a senior level and show strong commitment towards ongoing learning and development.  

Key Accountabilities 

•    Delivery of specific commercial activities and their inter relation on work-streams, projects and programmes, or elements of major projects and programmes, to deliver objectives and achieve commercial control, including:
•    Identifying and assessing potential risks to commercial agreements and supplier performance. Also to include as required:
•    Planning, delivering and managing procurement activities to deliver contracts and frameworks for works, goods and services contracts. Including prequalification, tender and negotiation of contracts and contact award recommendations using procurement processes and systems.
•    Supply-chain analysis, development and implementation of procurement strategies and category plans
•    Management of cost analysis, benchmarking, estimating and cost planning using construction and engineering industry market economics and understanding their impact on cost and price.
•    Management of supply and service contracts.
•    Preparation of detailed analysis of variances and explanations, and understanding of concept of, and ability to calculate earned value.
•    Formulation of negotiation parameters, analysis and interpretation of commercial data and demonstration of flexibility whilst achieving negotiation objectives.
•    Management of claims, mitigation and advising on defence of claims, including analysis of the various parties’ positions

Skills, Knowledge & Experience 

Skills
•    Computer literate and experienced in use of standard Microsoft software packages including Word, Excel and PowerPoint. (Essential)
•    Ability to assimilate quickly new business systems such as e-procurement and commercial systems. (Essential)
•    Ability to communicate effectively and to influence others both internally and externally up to Director level through presentations, negotiation and written reports. (Essential)
•    Proven decision-making and option assessing skills. (Essential)
•    Excellent stakeholder management skills. (Essential) 

Knowledge
•    Qualified or working towards CIPS professional standard or equivalent. (Desirable)
•    Detailed knowledge and understanding of current legislative requirements including Public Contracts Regulations 2015 and/or Utilities Contract Regulations 2016 and proven experience in applying these to day-to-day procurement activities and documentation. (Essential)
•    Knowledge and understanding of renewable energy contracts / Power Purchase Agreements (Desirable) 

Experience
•    Experience managing end to end procurements (Essential), and in particular energy related procurements. (Desirable)
•    Experience in preparing, reviewing and agreeing contract terms and conditions and contract schedules. (Essential)
•    Proven experience in a procurement function involved in high risk, high value, complex services. (Essential)
•    Experience in commercial negotiations. (Desirable) 
•    Experience in managing high profile internal and external stakeholders. (Desirable)
