Commercial is a major corporate function in Government and getting the right commercial capability is at the heart of Civil Service Reform.

The NCA Commercial Department is currently undertaking a period of rapid development including the adoption of Government Commercial Function standards and is focussed on finding ways to continuously improve our function.

The Commercial Department work directly to the NCA’s Chief Financial Officer to deliver high quality and professional procurement and contract management.

The team is structured on a category basis across a highly diverse portfolio of goods and services:

• Digital & Technology

• Estates & Facilities Management and Travel

• Professional Services and Communications

• Specialist Goods & Services and Fleet

• Office Supplies and Personal Services

• Learning and Development

• Procurement Policy & Governance

We have a number of vacancies in the new structure all requiring a range of commercial activity/skills to support the overall provision of a commercial service to the NCA in accordance with departmental and organisational objectives.

Officers may be required to travel to sites/meetings throughout the UK with occasional overnight stays (as appropriate).

Responsibilities

You will be responsible for:

• Working closely with internal stakeholders to effectively manage sourcing/competitive tender exercises and inform future requirements.

• Managing the lifecycle of large contracts across all relevant categories, and the commercial management of key suppliers.

• Engaging and collaborating with other government departments, statutory bodies, private organisations, academia and industry and attend government committees / meetings to achieve commercial outcomes.

• Managing service delivery, business and supplier performance. Liaising with business owners and service delivery managers to proactively work with suppliers to improve performance, using innovation to optimise strategic outcomes.

• Promote the value of the Commercial function across the wider NCA business by providing high quality commercial advice to departmental colleagues, customers and senior managers to improve commercial outcomes.

In some roles, you will have responsibility for managing a team and will maintain a key role in coaching and developing the wider team, equipping them with the knowledge and skills to deliver corporate outcomes.

Qualifications

The following qualifications/skills are essential to the role and proof will be required at interview:

• MCIPS (Membership of Chartered Institute of Procurement & Supply) qualified or equivalent, at a minimum Level 5 MCIPS

• Experience of managing strategic contracts/suppliers in a category management environment and contract drafting, negotiating & influencing skills.
