Org. Setting and Reporting
This position is located within the United Nations Assistance Mission in Afghanistan
(UNAMA). The Chief Operations and Resource Management (CORM) is based in Kabul and reports to the Chief of Mission Support (CMS).
Responsibilities
Within delegated authority, the CORM will be responsible for the following duties:
• Provides overall guidance, support and oversight for the effective management of the following functions and components: Human Resources &Training Section (HRTS), Budget and Finance Unit (FBU), Field Technology Section (FTS), Sector/Regional Offices, and/or other Sections/Units as may be required.
• Assists and supports the CMS in providing strategic direction to the above components for the effective fulfillment of the Mission Support strategies and plans.
• Ensures the development, preparation, coordination and monitoring of strategies, risk mitigation and work plans for the administrative activities under the scope of responsibilities and takes the lead in securing the required human, financial and technological resources to achieve them.
• In cooperation with other offices of the Mission, plans and forecasts staffing, financial, logistics and technology requirements of the Mission. Liaises directly with UN headquarters offices to ensure mission planning and resource allocation is aligned with headquarters priorities, strategies, guidance and policy.
• Effectively leads, coordinates and directs all aspects of the Operational Resource Management Pillar, including below and/or other functional areas:
• Human resources management & Training:
• Oversees the overall development and delivery of strategic advisory services in human resources management and training with a focus on planning, policy implementation, self-monitoring and compliance with key performance and operational indicators to ensure that human resources strategies and plans are aligned with overall mission's strategic framework and concepts and are responsive to evolving changes in mandates and phases, operational priorities and the corporate and mission's specific human resources imperatives and targets.
• Financial resourcing and performance:
• Oversees the development and delivery of strategic support and business intelligence, including advice to operational counterparts and mission leadership, on financial resourcing and stewardship, organizational performance of the Mission, and risk management in line with Mission priorities.
• Information and communication technology:
• Oversees the development and delivery of robust and reliable information and communication technology (ICT) services in support of the mission's mandate implementation.
• Facilitates the implementation of innovative and intuitive technology solutions that enhances work across Mission pillars and facilitates technological problem solving and decision making at all levels.
• Manages the Mission information security and its incident response plan.
• Sector or Regional Offices:
• Oversees the coordination of all operational and resourcing activities of regional offices to ensure their timely set up and provision of human resources, financial and information technology support required for the fulfilment of the mandate of the regional office.
• Other duties and responsibilities:
• Take the lead in the development and implementation of special projects such as Disaster Recovery and Business Continuity, Disability Inclusion, Gender Welfare activities as required.
• Manages the Mission's service desk operations providing regular management reports on service availability and performance.
• Monitors client experience and advises on programs for continuous service improvement.
• Serves as primary focal point for implementing the gender parity strategy, overseeing specific initiatives and compliance, monitoring special measures and the extension/calibration of these, reporting on progress, and identifying new opportunities for the Mission.
• Coordinates the production of Mission Support information products aimed at increasing client awareness of administrative and logistics matters, and other related issues.
• Implements pilot projects on service improvement and monitors, coordinates and reports on their progress as well as their implementation more widely.
• Ensure that all Operational Resources Management Unit/Section activities, are in compliance with the DPKO/DFS Environmental and Waste Management policies and in line with the DFS Environment Strategy objectives; coordinate with the mission's environmental officer for guidance as needed.
• Serves as primary focal point for interactions with and services provided by the Kuwait Joint Support Office.
• Serves as Officer in Charge of Mission Support in the absence of the CMS.
Education
Advanced University degree (Master's degree or equivalent) in business or human resource management, budget, finance, accounting, information technology or related fields. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
At least ten (10) years of progressively responsible and diversified professional experience in human resources management, finance, budget, information technology, general administration or related area is required.
Experience managing diverse and multi-functional teams comprised of one or more of the above functional areas is required.
Experience planning and administering complex organizational resources in a volatile environment is required.
Experience collaborating with remote service centres providing administrative support to the entity is desirable.
Experience implementing UN common system administrative and/or financial policies and practices, including demonstrated experience with “one-UN†initiatives and collaboration with Operations Management Teams of the UN Country Team is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is an advantage.
