Position Summary:

Responsible for all Construction Field Engineering and Operations activities carried out by M&T Construction Function under Bechtel Global Corporation.  Makes decisions and recommendations that support enterprise goals and that have a major impact on construction and related activities within the Bechtel enterprise. Collaborates, negotiates, resolves, and communicates major construction issues with Chief Field Engineers in global business units (GBU). Accountable for the standard process, procedures, and training for all construction work within the M&T Construction Organization. Shares responsibility and participates in the corporate business development efforts by providing technical support in developing new business or reviewing proposals.

Handles construction client contacts and inquiries directed to M&T Construction Organization.  Maintains good relations with senior levels of client construction management in the interest of business development. Participates in external construction organizations to improve client relations.

Maintains close working relationship with GBU Construction Managers and staff to ensure integration and that the requirements from Construction are met.

Responsibilities:

Maintain Corporate Construction Procedures and Management Instructions associated with M&T Construction Organization, including, if applicable, the Site Manager and Field Engineering Manuals

Develop and manage the M&T Construction budget

Maintain the position descriptions for M&T Construction and ensure those requirements and competencies are included in the Corporate Job Architecture and Competency Matrix. (2021)

Track and facilitate a base of Field Engineering expertise (SME) to support training and career and technical guidance.

Maintain guidelines and criteria for field engineering college relations, university level training and recruiting.  Assist with college recruiting program, working with HR Services and Corporate Functions.

Sponsor and support for automation development programs related to M&T work execution (i.e. BPS, ComplianceWorks, etc.)

Support the use of the ComplianceWorks database for all of Construction and support training other functions as required by Corporate Quality.

Work with Project Controls to implement a standard quantity reporting work process for the M&T Construction Organization.

Support the Rotation Program for selected college hires within M&T Construction and in cooperation with field engineering.

Support M&T projects with field engineering staffing and placement activities.  Work with Construction Managers, Construction HR, and staffing personnel on selecting candidates, resolving personnel problems, monitoring career development, etc.

Develop, maintain, and enhance the M&T Construction portion of the BecWeb.

Participate in key core training programs such as Construction Immersion, Constructables (2022) and the FE and FS Workshops.

Develop and facilitate the M&T Constructability Workshops (2022) and maintenance and distribution of the Constructability Handbook, as applicable.

Work with M&T Engineering to unify engineering and field engineering to improve effectiveness.

Support project assessments for M&T Construction to ensure standard practices and procedures are understood, followed and/or effective.

Participate in proposal support and operate ProScope as requested

Provide periodic status reports to the Construction Committee on M&T Construction process, Automation and Quality.

Participate in the Corporate #WeAreBechtel Campaign between, Corporate D&I, EPC Functions, Corporate L&D and Corporate HR.

Qualifications and Skills:

Basic Qualifications:

Bachelor’s Degree in Engineering or Scientific Discipline from an accredited university and 15+ years of related experience

Thorough knowledge of all phases of project execution relating to EPC Integrated Delivery, Construction Management or Project Management type projects.

Thorough knowledge of all phases of construction operations relating to field activities, field engineering disciplines, field supervision disciplines, construction technologies and project management.

Familiarity with National Codes and Standards as they relate to construction.

Thorough knowledge of construction BSAP’s and field automation tools.

Preferred Qualifications:

Thorough knowledge of the Bechtel Construction Standard Work Process Procedures (SWPP) and Integrated Work Process Procedures (IWPP).

Extensive work experience preferably from both domestic and international projects
