Parliament is currently going through an exciting period of digital transformation to deliver excellent digital services. The Parliamentary Digital Service (PDS) works with the House of Commons, the House of Lords, as well as Parliament staff on their IT and digital needs. We think it's important that everyone can access and understand what's going on in Parliament. Our goal is to bring together the public, Parliament Members, and Parliamentary staff to inform, engage, support, and communicate through one, unified digital core.
Change & Engagement (C&E) Lead will be responsible for leading key change management, communications, and engagement activities within programmes/projects, including supporting Senior C&E Managers and or Programme and Project Managers in delivery. You oversee the work of C&E Officers and support them in appropriate personal and professional development activities.
Working within multi-disciplinary teams on a range of areas relating to the change being delivered, including benefits management, stakeholder engagement, identifying and managing change impacts (including training needs), communications, and process and culture change. You will work closely with many staff across Parliament and in the Digital Service, building knowledge of the business areas affected by the change, supporting them through the change, and helping to demonstrate the value we are adding through realisation of benefits and effective business change. You will also play an active part in the Digital Change & Engagement Guild for peer networking and support, sharing knowledge and skills and contributing to a framework of professional standards. This role also has strong links with the Head of Communication for PDS to ensure quality standards and co-ordination with overall communications messaging.
This role operates in a matrix management environment. It reports into a Change & Engagement Manager for line management purposes and to the relevant C&E Manager or Programme/Project Manager for programme/project-related work. Please read the Matrix Management Guidance for more information. This role may have line management responsibilities for one or more C&E Officers (B2).
To be successful for this role you will have:
Ability to lead a group of diverse stakeholders (including senior stakeholders and disengaged groups) through a significant change, advising on appropriate change management and engagement methods / tools to effectively identify change impacts, deliver, and embed the change.
Ability to demonstrate leadership skills, working under broad direction (often self-initiating work) to establish milestones and successfully meet objectives, including mentoring and supporting colleagues in achieving their objectives.
Experience of building relationships, demonstrating collaboration, and influencing skills, in order to work with colleagues to solve a problem and achieve common goals.
Ability to identify and develop talent within the team, actively encouraging and supporting junior colleagues in their development, acting as a role model for equality, diversity, and inclusion by demonstrating good leadership and management behaviours.
