Remote working - base location flexible within easy access to any of our current main Hubs:  Newark, Birmingham, Milton Keynes, Gloucester or London. 

 

Our plans to deliver a substantial increase in expenditure on our waterway network to improve its resilience, given the growing impact of climate change, demand that we make improvements in our approach, making changes to how we organise the development, planning and delivery of our work. Drawing from the best examples in the wider industry, we have identified the changes to our processes and organisational structure we need to achieve our ambitious plans. As a result, we are expanding our existing Project Delivery Team within the Infrastructure and Programmes Directorate.

 

Our CEC Framework Manager, South opportunity is a principal management role within our Project Delivery Team. You’ll be responsible for the contract delivery of all activities in the East Midlands, West Midlands, Wales & South West and London & South East Regions through our Civil Engineering Contract (CEC), a multi supplier framework operating with the NEC4 ECC, ECSC and PSC contracts.

Prime responsibility for CEC Contracts delivering c.£35m of works per annum funded through internal and third-party investment. This equates to circa 40 major projects and circa 75 minor projects per annum.

Line management of an NEC Supervisor.

Contract management support and oversight of circa 25 Trust project managers and circa 6 contractor operational and commercial teams in the delivery of their contract delegations as Project Manager/Contractor and support to wider businesses (functional management).

Location & Coverage

Our CEC Framework Manager will be offered on a remote working basis, with a requirement to attend our main hub spaces as and when required for team working and collaborative meetings. Travel throughout the regional waterway network will also be expected to enable site visits, liaise with team members, and to assess/conduct necessary improvements.

Knowledge, Skills/Qualifications & Experience

Key Accountabilities

Regional responsibility for the CEC contract management, fulfilling the role of Project Manager, Supervisor and Client’s Agent.

Regional responsibility for all contract processes including CEMAR fulfilling role of the Trust’s super user.

Accountable for the training, competency and on-going support of delegated Project Managers, Supervisors and Client’s Agents who administer the contract.

Leads, develops, and coaches contract delegates and contractor staff to ensure that the appropriate skills and competencies are maintained, including contract understanding and CEMAR best practice, to ensure full contract compliance.

Key relationship management of the Contractor’s senior teams and the Trust’s Regional Project Delivery Manager and Programme Management Office (PMO).

Responsibility for the oversight of the working relationships and working with other managers to resolve any issues. (behaviours and culture).

Responsibility for the agreement of the Contractor’s Framework Agreement Delivery Team resources to deliver the Trust’s requirements in addition to managing the various recovery mechanisms.

Management of contract risk across the delivery phases of works to ensure contract compliance and exemplar contract management for the delivery of optimum service, this includes the correct selection of contract.

Responsible for the delivery of efficiencies and innovation through active contract management, maximising utilisation of contractors’ expertise to improve value to the Trust. Lead on strategic and performance reviews of the contract, its effectiveness, and its efficiency.

Responsible and accountable for the performance management measures and continuous improvement within allocated contracts (value for money, external/internal benchmarking, stakeholder satisfaction etc.) ensuring key performance measures are measured and reviewed as defined in the contracts and ensuring contracts deliver the required level of customer care and meet the requirements of our Values.

Manages the mobilisation, demobilisation, and termination of contracts to ensure minimal disruption to delivery of the service.

Assists in any procurement activity associated with the contracts to ensure contracts fully meet Trust’s needs.

Line management responsibilities for an NEC Supervisor.

Display the Trust’s Values and behaviours at all times.

Decision Making: 

Agreement of correct contract form.

Agreement of any Client’s Risk.

Project Managers Assessments.

Contractual dispute resolution.

Where required, direct budget and recovery responsibility for the Contractor’s Framework Agreement Delivery Team.

Contract Risk Management – including reputational management.

Contract amendments.

Safety Responsibilities:

Possess a good understanding of behavioural safety management and help to lead the Trust towards a zero incident / accident performance.

Ensure their personal safety and the safety of others at all times.

Work closely with everyone to develop safety best practice.

Co-operate with their line manager/team leader in meeting Health & Safety requirements.

Report any hazards or issues immediately. 

Comply with all Trust policies, rules, instructions and procedures (PPE, Risk Assessments, etc). 

To be aware of your own responsibilities regarding safeguarding and to support our commitment to providing safe environments and working practises that promote and protect the safety and welfare of children, young people and adults at risk at all times.

Knowledge, Experience & Skills

 

General:

Considerable experience of managing large delivery programmes gained in a complex business environment.

Demonstrable experience in managing multi-disciplinary teams functionally across organisations creating and maintaining collaborative working environments.

Proven leadership and negotiation skills, commercial and financial awareness with strong organisational skills.

Excellent interpersonal skills enabling the building of collaborative relationships across Trust and with contractors and external stakeholders.

Good communication skills and able to effectively influence others.

Technical:

Degree or equivalent in related discipline plus chartered/associate membership of an appropriate professional body (or actively working towards).

NEC Accredited Manager Status (or actively working towards) is desirable.

Extensive experience and understanding of the NEC suite of contracts and contract/relationship management including negotiation and dispute resolution.

Proven history of exercising sound commercial and technical judgement in complex issues.

What We Offer

In addition to your annual base salary of £46,000 - 50,000 DOE, we also offer a Car Cash Allowance (£450 per month), a competitive contributory DC Pension scheme arrangement, and numerous other employee benefits, including several salary sacrifice benefits.  We are also open to flexible working arrangements.

 

£51,400 - £55,400 inclusive of allowances.
