The Compliance function is a Second line of defence (LOD) function, responsible for reviewing and challenging the activities of the Group’s businesses (also referred to as “the First LOD”) to ensure that they effectively manage, as “Risk Owners”, the Regulatory and Financial Crime Compliance risks inherent in or arising from the conduct of their activities and for which they are responsible. The Second LOD consists of 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the First LOD. The Compliance function is a Risk Steward for a number of non-financial risks in accordance with HSBC Group’s risk framework.

We are currently seeking an ambitious individual to join our team as a CASS Advisory Manager, working together with colleagues to define, manage and achieve divisional business targets.

Role Purpose

• The role is designed to work closely with the Global Head of Compliance by the provision of risk stewardship, advice and challenge to all HSBC entities that are regulated by the FCA and are subject to CASS requirements (Primary responsibility). The role will involve working closely with CASS stakeholders across HSBC Bank plc, including the Client Asset Oversight Officer, the CASS Executive Group, the CASS Working Group and their counterparts in other entities as required. This is a diverse role encompassing a wide range of CASS work-streams and activities as well as assisting in extensive liaison with internal functions (Compliance, business, audit, ORIC) and external stakeholders (regulators, external auditors, industry bodies, Compliance peer groups at major banking groups)
• This role will work closely with front line business and regulatory colleagues across all UK regulated entities

In this role, you will:

• Implement a consistent and effective approach to business management across the functional areas
• Ensure the identification and implementation of best practice across the organisation to enable the highest operational standards
• Define and adopt the best practices through collaborating with key business partners as well as ORIC, Monitoring, Training, HR, BRCM
• Provide detailed guidance and input to the European Compliance monitoring and testing in relation to CASS
• Identify changes in operating requirements during 2015 to meet the revised CASS rule book

Qualifications

To be successful in the role, you should meet the following requirements:

• Strong CASS technical specialist with product and regulatory knowledge
• Able to drive delivery of CASS objectives in line with organisational strategy
• The Global Head of CMAC is responsible for representing Compliance in the committees that support the entire HSBC Bank plc (“HBEU”) infrastructure on a day to day basis. In order to support these requirements the Head of CMAC needs support from individuals with experience of the Client Money and Asset regime and the wider regulatory context
• Able to lead detailed technical guidance and advice to all relevant parties and will work with the Team to ensure that similar standards are in place across all UK regulated entities that are subject to the FCA CASS regulations
• A knowledge of or ability to develop knowledge and expertise of PRA FSCS requirements will be required
