The Greater London Authority (GLA) Collaboration Portfolio is a major change portfolio with significant savings targets in response to the financial challenges currently faced by the GLA Group and its member organisations including Transport for London (TfL), Metropolitan Police Service (MPS), London Fire Brigade (LFB), Old Oak and Park Royal Development Corporation (OPDC), and the London Legacy Development Corporation (LLDC). Governed by the GLA Collaboration Board which has senior officer representation from all member organisations, the Portfolio consists of feasibility, design and delivery projects seeking to identify opportunities for collaboration and deliver efficiencies across the Group.

About the role:
The team is looking for collaborative procurement managers and business analysts to forge better collaboration amongst the Group and optimise its consumption of products and services across HR Systems, IT, estates & facilities management.
You’ll apply your business analysis and/or collaborative procurement skills, knowledge, and experience to drive forward projects and initiatives. Working in a multi-skilled matrix team based at TfL, you’ll work with business leaders and senior stakeholders across the GLA Group and other partner organisations.
Key Accountabilities:
• Business Analysis & discovery work: Apply business analysis expertise to assess opportunities for collaborative procurement and greater collaboration across a number of categories (including HR systems, IT, estates & facilities management) across the Greater London Authority (GLA) Group’s member organisations (including Transport for London, the Metropolitan Police, London Fire Brigade and others).
• Discovery work: gather commercial and other information from business leaders across The Group, analyse & evaluate the current state, articulate clear objectives and future state options & the case for change, and help shape required change project/s and its/their outcomes
• Project Management: Manage collaborative procurement feasibility & design projects in a [culture] change environment, plan activity, manage risks & senior stakeholders, and produce high quality executive level management reporting with informed insights and actionable recommendations
• Stakeholder Engagement: Engage and manage relevant business leaders across the GLA family to analyse current and future business needs and best practice to drive better quality services and improve buy-in / usage of products and services across the GLA Group
• Business Case Development: Develop business cases outlining the case for change, cost implications and vision for ‘future state’ services, including recommendations on optimal business process flows, providing supporting data and information (e.g. opportunities to outsource / insource activities to third parties or GLA centres of excellence).
Key Skills Knowledge and Experience:
1. Business analysis and discovery work experience, gathering current state information and future state requirements from business leaders across multiple organisations or departments (essential)
2. Public sector procurement skills knowledge and experience (essential), ideally in establishing joint contracts between / collaborative procurement by multiple public sector organisations (desirable)
3. Project management skill and methodical approach, delivering positive outcomes and outputs including high quality executive level management reporting (essential)
4. Ability to build and influence relationships with a range of people at all levels, including working with senior business leaders to enable business benefit (essential)
5. Knowledge and experience in the procurement or use of HR management systems, IT, or estates & facilities management products and services (desirable)
