The Budget Specialist leads and coordinates the $200Mil annual contracts and orders process for our stakeholders across all WW Therapeutic Areas (Onc, Imm, CV) plus WW/US Training, Field Force Capability, Congress & Meetings Management, Consultant Engagements & Promotional Programs and Engagement Planning & Content Capabilities across its footprint in WW, US, and Major Markets. This role also supports heritage Celgene brands. The Budget Specialist leads and ensures the timely and accurate processing of contracts (MSA, SOW), orders (PO, SO) and check requests to support good financial stewardship and project execution for our stakeholders ensuring compliant use of procurement policies, Ariba, company codes, material groups and plant codes. This role is heavily involved in cross-matrix partnering with Global Procurement, Compliance, the Buy Team, Vendor Master, Finance, external partners and the rest of Operations team to execute on important business initiatives. The Budget Specialist identifies metrics and develops Tableau reports in order to report the volume and health of the C&O operation and to support SLA (service level agreement) requirements.
Key Responsibilities
Develops Tableau dashboards to effectively report operational health and support service level agreements, such as Total $ Volume across Major Markets, Spend by Channel, Request Volume by BU, Time to Respond and Aging, Time to Resolve, Budget Progression Charts and Trends, Monthly Volumes, etc.
Codes and co-develops synergy reports to ensure a complete and accurate quarterly analysis
Provides data to support year end manual accruals and matches the budget to the proper year of expense booking
Enhances and owns SharePoint workflow tools to manage 3,000+ annual requests and communicate 10-step progress for each one
Leads live training sessions to drive adherence to the contract operations process for stakeholders across multiple business units, includes over 300 BMS colleagues at all levels of the organization; and develops eLearning content modules to onboard new BMS colleagues for same
Accurately routes or directs contracts (MSA, SOW) and orders (PO, SO) through the Ariba system, including the correct wbs code or cost center to ensure proper booking of expense for over $200Mil annual budget
Effectively handles vendor setups, invoice recon and incomplete requests to maintain positive working relationships and a smooth operation, up to and including direct requests for Chief Commercial Officer and CLT
Understands, complies and enforces BMS purchasing policies and procedures

Expert Ariba knowledge and experience in contract & order processing, PREQs and check requests including split accounting, PO multi-line items and processing for multiple BMS legal entities (hCLG Oracle knowledge a plus)
Solid SAP S/4HANA knowledge (RPM + BW knowledge a plus)
Solid SharePoint and/or Tableau reporting tools knowledge; basic knowledge of data analysis and metrics reporting
Superior attention to detail and ability to calmly handle competing priorities with high demand volume (3,000+ annual transactions)
Superior interpersonal and communication skills (oral and written) and customer focus
Strong organizational skills and the ability to maintain an effective project tracker
