Description:

This role is responsible for providing oversight and managing the relationship and performance and activities of the External Sourcing Partner(s). This role is expected to ensure external sourcing projects, including the SE Workforce initiative, deliver maximum value for: the business, Strategic Sourcing and Procurement (SS&P) and Sourcing Excellence (SE) function. Additionally, this role will collaborate with category and regional / local leads to understand requirements and ensure alignment of Business Process Outsourcing (BPO) capacity against multi-year strategic plans. This individual will also be responsible for preparing periodic reports of progress and compliance activities for SS&P Senior Leadership and other areas of the organization.

In addition to managing external sourcing partners, this role is responsible for executing Supplier Management Programs across select sourcing suppliers and in some cases driving the end-to-end relationship. This role is expected to maximize the value from 3rd parties beyond traditional procurement levers, including impact to revenue projects and sustainability targets.

Major Responsibilities and Accountabilities:

  • Ensure and drive strategic business alignment & execution for sourcing activities supported by third parties
    • Set business goals and goal alignment across internal customers: category leads, SE leads, Procurement Operations, Strategy Process and Capability team, Buy@BMS and Buying Hub
    • Develop and track supplier strategies, supplier strengths and align with BMS to maximize value
    • Develop a multi-year strategic external sourcing operations plan for Sourcing Excellence
  • External Sourcing Partner Management - Launch and maintain strategic and operational Supplier Management for key external sourcing partners, including: Relationship Management; Performance Management; Innovation & Supplier Development; Contract Management.  Establish a cross functional governance model.
  • Relationship Management - Manage relationships with External Sourcing Partners and provide oversight to ensure excellence in delivery of services:
    • As the relationship sponsor for sourcing partners, enhance executive connections, and guide supplier development/improvements to maximize mutual value, partnership, and innovation
    • Ensure business partners are satisfied with the overall Procurement relationship
    • Lead Supplier Relationship reviews to monitor progress against objectives
    • Evaluate CSAT metrics, plan and implement mitigation/intervention actions.
    • Execute processes for: issue management, escalation management, and corrective action plans for ESO
  • Performance Management - Lead sourcing partner management and governance:
    • Standardize the business, process, people, performance and technology metrics
    • Identify, monitor, and report on Key Performance Indicators (“KPI’s”) and Service Level Agreements (“SLA’s”) as a critical input to Supplier Performance Management
    • Integrate metrics with BMS systems; develop a consistent Performance Management process for external sourcing partners and SE
    • Generate consistency in measures
    • Lead External Sourcing Supplier Performance reviews to monitor progress against objectives
    • Drive regular tiered governance meetings and coordination
    • Perform periodic risk management audits
    • Ensure adherence to BMS processes, methodologies, tools, and standards of excellence
    • Oversee compliance programs and ensure compliance and risk responsibilities are appropriately staffed and training conducted
  • Innovation - Implement business enrichment and supplier innovation projects:
    • Lead process standardization to remove silos and improve intra and inter-company cooperation
    • Sponsor supplier development to encourage investment to exceed current BMS capabilities
    • Chair the sourcing partner innovation council: A cross-functional/ cross-company executive team responsible for setting innovation goals, reviewing cost benefit analysis and value creation
    • Identify and drive transformational opportunities with external sourcing partners, including value beyond cost savings
  • Contract Management - manage contract creation, execution, analysis, change process for key External Service Partners:
    • Partner with other teams (namely the category lead/champion for External Sourcing and the contracting teams) to actively manage the contracting process for select External Sourcing Partners
    • Prepare business cases for major contractual changes
    • Negotiate terms and conditions with select External Sourcing Partners
    • Review and revise Key Performance Indicators (“KPI’s”) and Service Level Agreements (“SLA’s”) as input to Supplier Performance Management
  • Drive Operational Excellence & Compliance across External Sourcing Partner programs
    • Monitor allocation of external sourcing capacity to sourcing projects based on defined criteria (e.g., Tiering of sub-category)
    • Monitor quality and efficiency of external sourcing resources, and selectively ensure excellence in delivery
    • Work collaboratively with cross-functional category leads and ensure that the external teams execute sourcing projects in a manner consistent with BMS category strategies
    • Proactively connect teams, networks and individuals in order to increase performance of external sourcing resources
    • Develop, evaluate, or manage internal and external relationships with suppliers, with a focus on overseeing supplier visits and evaluations to determine sustainable supplier performance relative to sourcing operations
    • Develop and drive governance, compliance and with external sourcing operations relative to Sourcing Excellence scope
    • Prepare periodic reports compliance activities for SS&P Senior Leadership and other areas of the organization
  • Actively apply continuous improvement activities within ESO Programs to advance effectiveness and efficiency
    • Keep abreast of trends and best practices in the industry and marketplace; propose and implement opportunities where applicable
    • Model our insource/outsource allocation across External Sourcing Partnership programs; make recommendations as needed
    • Continuously monitor labor arbitrage in the global marketplace; challenge External Sourcing Partners to deliver year-on-year cost improvements
    • Create, maintain, and adjust project triage and workflow rules in consultation with key SS&P leaders
    • Create operational procedural standards; develop playbooks and work instructions for key processes

Qualifications:

Minimum Requirements:

  • B.S./B.A. (Business, Science or Engineering is desirable)
  • Minimum of 8-10 years work experience with at least 6-8 years procurement or relevant experience
  • 4-6 years of supplier or vendor management experience.  People management preferred.
  • Strong leadership, communications (written/verbal) project management, analytical, problem solving, organization, presentation and facilitation skills
  • Experience managing or facilitating cross functional teams
  • Translate business requirements to process-based solution and implement to improve business performance
  • Demonstrated project leadership experience
  • Flexibility to meet multiple demands and changing priorities
  • Demonstrated ability to work independently with great level of attention to detail
  • Demonstrated advanced knowledge and experience with business continuity management applied to large and global organizations such as BMS

Preferred Qualifications:

  • Master’s Degree
  • Hands-on experience leading process improvement initiatives such as Six Sigma or Lean; professional certification
  • Demonstrated record of leadership role in key initiatives or managing direct reports
  • Ability to influence multiple groups including senior leadership
  • Excellent problem solving, negotiation and facilitation skills
  • Act as a trusted advisor for multi-disciplinary teams throughout the business continuity planning lifecycle
