Position Summary
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative†for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

SUMMARY:
The Assistant Resident Engineer is assigned to a field construction organization in a supervisory capacity. Responsible for supervising and directing operations within assigned discipline or area. Supervises and directs Contractor’s activities, subordinate superintendents and others, as assigned. Ensures assigned construction operations and subcontractors performance are in compliance with specifications and within schedules and budgets. Performs general functions inherent in all supervisory field positions.
Major Responsibilities:
Responsible for field construction operations within assigned discipline or area.
Determines contractor’s workforce requirements. Coordinates established area operational plans.
Monitors work activities and ensures the quality of work performed.
Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.
Prepares daily reports and forecasts, including summary of construction progress, contractor personnel forecasts, expenditures forecast and familiar with P6.
Prepare technical report & presentation for management with familiar tools.
Prepare/monitor cash flow expenditures versus progress.
Monitors tool usage on the site. Review Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive.
Monitors the activities of subcontractors to ensure compliance with specifications and schedules.
Responsible for the implementation of client/project policies, procedures and instructions within assigned operations.
Coordinates activities with other disciplines or areas and clients’ resident representatives, as instructed by construction management.
Performs employee reviews and identifies training and development opportunities for subordinate personnel.
Ensures that client, Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operations. Actively participates in scheduled safety meetings.
Implements Six Sigma tools, analysis, and decision making in the execution of duties.
Skills and Qualifications:
Essential Technical:
University Degree in Civil Engineering or Construction Management discipline with minimum ten (10) years of construction experience.
Knowledge of a single or multi-discipline construction operation.
Knowledge of the use of subcontracts, and the contractor and subcontractor’s responsibilities contained in subcontract documents.
Experience working with, supervising and administering subcontractors and/or Direct Hire workforce.
Experience providing daily safety and quality inspections of Contractors’ physical works related road, bridge and associated utility and drainage construction.

Computer literate in word processing, spreadsheet and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.
Previous Middle East work on mega civil projects and previous work on simultaneous projects.
Experience reviewing Contractors’ submittals, work method statements, safety plans, quality plans and traffic control plans for compliance with contract documents.
Experience reviewing and processing the contractor’s monthly pay applications.
Experience reviewing and monitoring the Contractors’ project schedules.
Experience writing correspondences to contractors.
Experience in dealing with the claims.
