The Application Development Advisor will be responsible for coordinating software development across multiple teams and ensuring that appropriate design methodologies were applied while delivering technology solutions.  The applicant will possess knowledge of activities, tasks, practices and deliverables for assessing and documenting business opportunities as well as the benefits, risks, and success factors of potential applications.

Key Responsibilities:

• Designs, plans and executes application testing strategies and tactics to ensure software quality throughout all stages of application development
• Converts business requirements and logical models into technical application design using application design activities, tools and techniques
• Provides comprehensive consultation to business units, Technology management, and staff on all phases of application programming and processes for diverse development platforms, computing environments (e.g., host based, distributed systems, client server, software, hardware, technologies and tools, etc.)
• Works closely with client,  Technology management, and staff to identify application development solutions, new or modified programs; reuse of existing code through the use of program development software alternatives; integration of purchased solutions or a combination of the available alternatives
• Researches and evaluates alternative solutions and recommends the most efficient and cost effective application programming solution. Exercises considerable creativity, foresight, and judgment in conceiving, planning, and delivering initiatives. Uses deep professional knowledge and acumen to advise functional leaders. Focuses on providing thought leadership within Application Development but works on broader projects, which require understanding of wider business. Recognized internally as a subject matter expert
• Collaborates with all agile roles at every layer of the Agile Framework (Team, Program , Large Solution , and Portfolio ) to understand delivery timelines and dependencies
• Works closely with Application Delivery Lead, Technical Leads and Project Manager to escalate and resolve project issues in a timely and effective manner in order to not jeopardize delivery commitment and solutions
• Highly accountable for understanding established architectural decisions, CIGNA technical standards, governance processes, and defined analysis methodologies

Required Experience / Qualifications:

• 6+ years diverse Technology experience with a minimum of four years of experience in application program development, or equivalent in education and work experience
• Demonstrated history of sound communication and collaboration abilities in a highly matrix environment
• Experience with Agile software development methodology and understands SAFe Agile framework and principles
• Excellent analytical skills, solid troubleshooting skills, organized and detail-oriented; self-directed excellent teamwork ability
• Possess solid planning, conceptual, consulting and communication skills, analytical ability, sound people and organizational skills
• Knowledgeable about how matrixed organizations work; knows how to get things done both through formal channels and the informal network; understands the origin and reasoning behind key policies, practices, and procedures; understands the cultures of organizations
• Familiarity with cloud computing (AWS), ReactJS, Python, Pega, and relational database (Oracle)

Desired Experience / Qualifications:

• Outstanding Planning abilities - demonstrated history of setting milestone dates for a group of project tasks and ensuring their completion
• Experience in Healthcare industry and Pharmacy systems a plus
• Ability to work flexibly in a team environment

This role is WAH/Flex which allows most work to be performed at home. Employees must be fully vaccinated if they choose to come onsite.

This position is not eligible to be performed in Colorado.
